E-Mail I Sent To Staff About Common Core

Colleagues –

If you have had a hard time following the General Assembly in terms of the Common Core and state assessments, you are not alone.  I wanted to try to give you as accurate a picture as possible of what’s going on.

Based on the legislation passed by the Senate, and I believe will be passed by the House:

  • The Common Core will be implemented in ELA and math during the 2014-15 school year.  A review of the Common Core standards is required by January 1, 2015, “for the purpose of adopting SC career and readiness standards in 2015-16.”  The review will seek input on additions and changes to the Common Core.  There is no indication as yet of how the process will work.
  •   WorkKeys, a workplace readiness test, will be administered to 11th graders in place of HSAP starting in 2014-15.
  •   PASS will be administered in social studies and science to all students in grades 4-8 beginning in 2014-15.
  •   South Carolina will be withdrawn from the Smarter Balance Consortium, and the state will begin a process to procure ELA and math assessments for grades 3-8, and 9-10 if funds are available.  This work will be completed by September 30, 2014.  Neither the State Board nor the Education Oversight Committee (EOC) will approve these assessments.  Approval will be done through an independent panel consisting of the Chairman of the State Board, Chairman of the EOC, Chairman of the Board of the State Chamber of Commerce, Chairman of the SC Commission of Higher Education, Chairman of the SC Technical College System Board, and the State Superintendent. The assessment administration format will be as follows:

-2014-15 Paper and pencil format

– 2015-16 Paper and pencil or computer

– 2016-17 Computer for all students

  •  New assessments implemented in 2014-15 and 2015-16 cannot be used to determine state ratings.  State report cards for these years will reflect results only.  (I would assume these results will be used for federal ratings.).) EOC will also recommend one system for state and federal accountability by fall of 2016.
  •  It is uncertain right now how this will impact the federal requirement for “Value Added Evaluation” to be implemented in 2014-15.  The State Board will make a decision on the evaluation issue in June.
